Gulan Mohammed

Administrative Director

Gulan Mohammed is a public-sector and program management professional with experience in project coordination, monitoring and evaluation, institutional coordination, and administrative management. She holds a Master of Arts in Business Management from the University of Kurdistan Hewlêr and a Bachelor’s degree in Business Administration from the American University of Iraq, Sulaimani, with a minor in Law. She is currently pursuing a PhD in Business and Management at the University of Kurdistan Hewlêr, with research focused on public financial management and budgeting.

Gulan has several years of experience working across government and civil society in the Kurdistan Region of Iraq. She previously served as a Project Coordinator in the Kurdistan Regional Government’s Prime Minister’s Office, where she contributed to major public-sector initiatives in SME finance, financial inclusion, digital transformation, sustainability, and inter-institutional coordination. Prior to this, she worked in monitoring and evaluation, supporting organizational performance, reporting, accountability, and data-driven decision-making.

In 2026, Gulan joined TARII as Administrative Director, supporting the Institute’s activities, projects, partnerships, and operations in the Kurdistan Region of Iraq.
